The most likely explanation is that
the emulator is only for a ROMless device (such as the PE-8032) or is
configured as a ROMless version of the emulation device. In this case,
P0 and P2 are always used as the address/data bus and cannot be used for
pin I/O.
To see if your emulator is configured
properly, select the Configure - Emulator command and verify that
the selected Operating Mode is not a ROMless mode. Note that
ROMless only devices may not have any Operating Modes.
